Is the Memory is Precious quest unfinished?
I'm quite far in now and it seems like i have to go below the Necropolis, but that's under construction for early access, is that the end of it for now then, or am i missing something?

There's a gym near the side that leads into the sewers but there's a psychic polyhedron man I haven't figured out how to beat.

I'm way past all that actually, i just ran past the polyhedron and did my things quick

The EPF doctor has a dialogue option about the hollowed heads you can pick up there but it doesn't seem to lead anywhere. She says that it looks like they were hacked open with a blunt knife, by someone very strong, but you pick the thing up from a place that is already packed with bodybuilders so that's not a surprise.
Behind the home in the necropolis there is another small wooden shack with planks that you can break. If you go down there you’ll find there’s a locked door. The password is higher up in the estate, you’ll have to use the elevators and kill a bunch of guys and eventually you’ll find the keypad password in the computer (you’ll need the key from the front desk to get inside). Return to the shack, open the door, and the quest should progress hope this helps

So despite all the hints that its the bodybuilders (forensic lady, funeral home owner, other guy at the necropolis) it isn't anything to do with them?

Still seems unfinished? After visiting the area under the shack and seeing what's in there the quest doesn't update and there's no new dialogue with anyone

I found out the quest is finished btw, after talking to enough people about the heads in particular the gym owner, I got the option to ask the doctor about his mental state and she speculates that he's been harvesting the bodies for hormones in their brains, when you go back to the gym he's gone from the front desk and you have to go down to the basement to find him

When I go down there he just tries to shoot at me and when I kill him it doesn't complete the quest. How am i meant to finish it?

Usually in video games you turn in a quest by talking to the person who gave it to you in the first place.

Is it one of the people working at the Necropolis? Because the "grave keeper" Otto was hostile to me so i had to kill him, and when i talk to the other guy a few floors above in Necropolis, he doesn't say anything new at all
Quest is bugged, even the quest log is not updating properly.

The key component of the quest seems to be reading the computer in the bottom of the grave keepers shack. This causes the grave keeper to move to his shack and the front desk guy to move to the top of his tower.

At this point both of these NPCs are hostile and the gym bros have nothing else to preventing the quest from being progressed.

The quest logs most recent update for me is still one of the initial dialog from the grave keeper talking about the car.

And Hans is hostile all the way up the tower...

Yeah i have exactly this, except that my journal does update and says that the gym guy was the main culprit and i went and killed him, nothing after that. Even though we know he's not the main one anyway...
