How do you complete "responsibilities"

I'm at a complete loss on how to progress. Even tried making bombs but can't destroy the ship in my way.

Did anyone figure this one out? I recruited the npc, but I can't build any additional buildings.

It's not super clear, but once you're in the table view and you can see your house, forge, and stables you can actually click and drag to see the other buildings (to the right of the stables). Once you do that you'll see additional buildings.
