It's crazy that this game doesn't give you any direction at all. Simply "get the tokens," whatever that means.
I last played the game 2 days ago. It's pretty common in RPGs to have a quest log that details your quest procedure. What are you supposed to do if you put the game down for a while? Memorize every piece of dialog?
but, to answer your question
you prob have some items that are tokens (a little bird for the hunter village... a little submarine for the islands village... just look for 2 (their descriptions say they are tokens for passing the tests or something like that)
just get 2 in your inventory + make the chain wheels and you can go up the elevator
