Where is the cart lantern upgrade?

it was in the chest at the shore? I emptied it long while ago and maybe sold it by mistake or leaved it in another chest or something

He thanked me but he doesnt give anything. Should i start a new save file?

I had the same thing happen. my inventory was full when i did the quest and didn't get the scroll. reloaded my save and did the quest again with space in my inventory and got the scroll.
