I had this same issue, for me it came up to just having more loaded leagues. I know teams can make offers even if not loaded but personally after adding more leagues, the difference is huge.
There are continuous recruiting events, try-out events, camps, leagues - that collectively could be better represented in the game, even though the output would still be the ever expected RNG nature of random gaming events. I would rather have a "rolling lottery" system in the FM game, where along the course of a game year, at any time a new Youth club candidate pops up, than the current single-event which amounts to - Here you go, take it or leave it from this batch of kids that just showed up.
The current process is inane and unprofessional, in contrast to the way it really works out there. Youth candidates come and go throughout an entire calendar year. They don't just show up in March. Having Youth events through the course of a game year could be seen as a distraction, but if you want to get into the weeds of Football Management, you are also balancing your time to keep that Youth pipeline open (and not just open for a single day in March).

It was totally RNG. The only thing that stayed the same was the Name/Nationality of the top prospect, but that individual was also RNG - for Position, their Height, virtual appearance - everything. I've been looking at about 20 versions of "Bledar Duli of Albania" who is always tagged as the best of my recruits (and I'm playing England's Vanarama North lowest tier, so an Albanian really stands out when it's the same name and nationality for 20+ reloaded RNG attempts). A few other same/same names and nationalities also carry out.
The "Quantity of Quality" level is also RNG. Sometimes I get as high as 2x Elite Talents, sometimes just one, and sometimes none and the first level of quality is then "Top Talents" (the 2nd tier of talent in Youth Intake).
And worse, it's RNG as to the Personalities. Really SI? At least in past FM versions, the Personalities trended towards the Personality of the Head of Youth Development. I have scars from past FM versions for not checking my staffs' personalities, so I'm now quite particular that 100% of my Club's staff (Youth Dev especially) all are Balanced or better personalities.
But even the staffs' stats don't seem to matter in FM23. Worse - you allow the top tier "Elite" talent to RNG into "Unambitious" or "Low Determination" or "Low Self Belief" type personalities (and any other negative personalities). Really? So you think the staff of a Club, and the Head of Youth Development in particular, would carry along Elite/Top Talent that have zero motivation to be professionals?
Like I said, we need to have a more serious talk about your problems (perhaps the bunch of you at SI should lie down on a couch for this session).
I've been part of, and seen the results of - extremely complex game development, but I cannot believe that you left Youth Intake to the RNG gods (benevolent as they are). As result, you have encouraged a system of Save/Scum process for Youth Intake "day" (an Event that should instead be a process btw), to constantly reload the game over and over, until the Elite talent has a fully positive personality + stats combination to be beneficial to the long-term interests of the club. And the forecast from game-months past, of what I was to expect - it didn't even play out. I needed a goalie, was told that one of my better prospects would be a goalie. None of the Elite or Top Talent recruits in 20+ reloads were goalies. I take that back, there was 1, in one load - was a Top Talent but Unambitious personality, and useless as result.
You really do need to get under the hood on this one, and totally overhaul Youth Intake, because it should never again be an RNG "Event" in the game, and you need to rethink allowing the RNG aspect of negative Personality traits to dominate half or more of the Youth Intake candidates. The Elite level and Top Talent levels should have stratified results that more realistically portray personalities you would expect of youth who want to be professionals. For a game about a "Professional Sport" -- this part of the game comes off as Unprofessional, and there's no better word to describe this flaw in the FM Series, at this point.
- Save the game the day before the Youth Intake.
- Load that game and advance to YI day and view the rating and talent being proposed (it will be RNG/randomly generated, as described in my prior post).
- If you receive anything but the top rated intake (displays as "Excellent Intake" with all 5 gold stars), you're already starting with less talent than possible. Reload, try again.
- If you do have a 5-star Excellent YI, proceed to view the player described as the top talent among all of them. Does that player have Balanced or better Personality? If not, reload, try again. To get even more picky, verify that this Top Talent at Coach Report doesn't show a vulnerability to injuries. And look at Natural Fitness, if that is 6 or below, no matter the Personality, Reload, and Try Again.
- From that point, once you do have that top talent player and he's worth signing up for the squad, it is then a matter of preference, whether you are trying to get the most breadth or depth in talent from this YI event. However, I highly suggest that if you don't like what you see, just Reload, and try again.
- You may find yourself reloading the game 20 times or more, before you get a decent mix of talent for your squad.
It's like the lottery, but one thing this will teach you is that FM is subject to RNG for these types of events. I'm a bit frustrated with the approach, as I really thought the forecast would hold out for decent intake in certain positions. That's not how it works. You will see candidates in those positions that were forecasted, but with RNG at play, let's say your forecast said you'd have a great Midfielder -- well you may get as many as 3 Midfielders among the candidates - but none may have decent Personalities and stats. So the forecast is really only pointing toward where the density of candidates will appear, not actually whether they will have stats and/or personalities worth keeping on the squad.
