Report a translation problem
To get full meter you have to hit an enemy with a neutral burst. If you're being hit and you burst then you don't get any meter from it.
An easy way to make sure that you get full meter is to burst as you combo enemies (and then you can just mash Fatal Sync without a direction to go straight into Fatal Sync, it even make you invincible briefly).
Getting out of being stunlocked is probably the most difficult part of the game and is extremely situational but the default go-to option I recommend is to just wait until your characters lands on the ground, then wake up with Down + Jump (you can wake up into any direction but using Down makes you hit the ground faster), and then dodge right after.
Ranking system seems to prioritize not getting hit the most. Every time I beat a level without being hit I got an automatic S.
Another useful tip I can give you is to use the KKZ.
It's a super move that uses your whole meter, but if you're in Fatal Sync (and you should always be in Fatal Sync) you can use it even if you have a sliver of meter left.
The input is Down, Down, Down, Light Attack, Heavy Attack.
