Those photos are the victims of the game you just played, so it's not really a hit list for a next game, sadly. A part 2 would be awesome, though.
It can't be her. the police radio is playing live. How can she hear about herself jumping into the river live?
Possibly Dawn and Henry had a third accomplice, but that seems doubtful because if their job was just to listen to things going on they would have caught a lot more of what's going on and not been surprised by things.
Can't figure out if it's just a bugged asset or if there is something I can do with it
I was experiencing this (in the epilogue) trying to take folders from the shelf. They would stay on the shelf and I'd be holding this small invisible square that I had to drop in order to pick up anything else. Sure enough, when I tried to grab one of those folders again, it happened again.
First off, the most obvious clue: The mannequin head with X for eyes on the desk. It is a unique object only Clive have, as seen in his secret lair. Same as the board with all the photos on it being similar to the one in said lair that Forrest brought up to the studio. Scattered throughout the room are various items that a janitor/repairman would have, such as a toolbox, electrical wires, insulated gloves, etc... There's even the Post-it notes on the desk that Reggie was upset about how Clive kept stealing them. Clive formerly also worked as some kind of "cleaner" for Teddy's father to cover up scandals, and we know the guy is meticulous, which all the large binders in the Epilogue room are meant for. It also explain why he got all the pictures (even the teenagers), being a former "cleaner" for shady people.
Another point to his favor is the the Whistling Man (both) never bothered to check their kills as proven when Forrest interviewed Marie, showing surprise when told Jason survived the stabbing (despite him talking on the radio just earlier). Thus it is entirely plausible Clive could have faked his death and went into hiding the entire night.
So basically, Clive having foreseen the Whistling Man's return, set up all the clues for us to find, faked his death when the Whistling Man jumped him, went into hiding, and been listening to the radio show all night to follow the story while setting up the pictures of potential victims along the ride.
