I agree that it can be jarring in the overworld but I prefer they use free assets for rocks and trees and spend most of their 3D/Art resources on things that really matter: enemies, characters, biomes, buildings...
Wukong also made the same choice: they put all their resources on boss design mostly. The environments were filled with Megascans, much more than Expedition 33.
Didn't prevent the game from being a massive success.
Andy Serkis is most likely not that huge on budget as he plays a villain who will have 5 lines in the whole game.
Also VA is handled by publishers and is completely unrelated to the development budget.
