Can no longer play due to "Application load error V:0000065432" on launch

Hoping to get help from someone that experienced a similar issue. I've played the game for ~70hrs with no problems til now and i'm level 90. Last night it worked fine; as of today I can no longer open it and instead get "Application load error V:0000065432" at launch.

I've tried nearly a dozen different troubleshooting methods but nothing works including:
- verify file integrity
- forcing either dx11 or dx12 for launch, and deleting D3D12 file (restored after attempt)
- checking GPU driver
- turning off steam overlay and/or steam cloud sync
- exiting steam and restarting it (including as admin)

At this point it's getting to things that seem less and less likely to work, such as deleting all files and reinstalling the game, and changing firewall permissions wouldn't make sense because there's nothing to indicate why it would suddenly stop working now (I've had no updates).
