The game run on my GTX 1660S smoothly, it runs on my 4070 in ultra settings.
So... No i don't understand, cause i can't tell the same about most others games from 2024 and 2025. So yeah, get out.
And for Unreal 5 this game is really well optimized, my 8 year old Ryzen 2600x with a equally old RTX 2080 have no problem keeping 60 FPS in 1440p with DLSS set to "Quality".
There are WAY worse optimized games out right now ( cough, Oblivion Remaster, cough).
Apparently devs left some unused NPCs that are still rendered for probably no reason and likely affecting performance.
However, this is very common in games and not that big of a deal.
The game runs on an old integrated, mobile amd iGPU. It’s one of the better running and looking UE5 game in my opinion.

You know about render culling right? Where things that aren't in your camera's view don't get rendered? Plus, this game is running smooth on my 6 year old, mid-grade at the time of purchase, laptop. This is one of the most well optimized Unreal 5 Engine games I've played, if not the most well optimized.
Also: PC Gaming always eventually outclasses older hardware, that is just the nature of technology evolution/growth and is not a new phenomenon.
