The one that sells Lumiere outfit for Maelle has 2 other things that tells me to find an expeditioner before I can get them I have everyone unlocked though so i'm not really sure what it wants from me

Depending on what point in the game you're at, it means they're cosmetics either for a character who you already had that isn't currently in the party, or one you haven't recruited yet.

In your case, probably Gustave
