That is not what he asked. Not even close. I don't know what you've been doing then but there are way more than 7 cutscenes. As he said, he's including dialogue/story moments of which are plenty.
That being said i'm horrible at giving you an approx but I would say 70% gameplay (i am including running around in the overworld and what not) and 30% other stuff.
Oh that's possible now that i re-read it, I must've misunderstood myself. In that case that's a fair assumption then. Apologies for misreading.
I will say, however, there's a few more at the start as you join the story, and if you're not feeling the prologue, play a little into Act I before making the call.
YouTube collections of all cutscenes in the game are just above 4 hours long.
Completing one playthrough, with much optional content but not all, took me 100+ hours at the intermediate difficulty setting.
So about a 10% cutscenes to 90% gameplay ratio.
