For a turn-based JRPG, here are a couple worth considering. Excellent combat systems, high difficulty, silly art style.
SaGa Emerald Beyond and SaGa Scarlet Grace use a shared Battle Point (BP) system across the entire party. It's similar to Action Points in COE33.
Skills used by individual party members cost BP, so the system requires strategizing how to spend that BP per turn.
Various party "formations" affects initial BP or BP gain. So as battles go on, your party gains more BP that can be spent per turn, so more characters can use higher-BP attacks.
The enemies function on the same system, as they have a shared pool of BP.
There is no Mana for casting spells, everything uses BP. In SEB, there's not even healing in battle.
SaGa is Square Enix's most experimental series, so it breaks a lot of traditional JRPG conventions. Might not be for everyone, but worth considering. They go on sale a lot.
Honorable Mention: The Last Remnant uses a system similar to AP/BP, and it has QTEs on offense and defense. No longer available on Steam, but you can still find keys for it.
