I completed the game 100 percent and I always wondered.

Are tings bugged?

I know healing doesn't really matter but the extra healing and extra AP would would have been useful in the early game, I could never heal more then 35 percent and only gave 5 AP, is it normal or restricted on expert?

I really doubt they are "restricted to expert", but I haven't played on normal. Fully upgraded tincts give me 7 AP on Expert and I think the potions heal to full, but since Sciel and Monoco both have AoE full heals, I almost never use the healing ones.
I am somewhere in Act II past the Renoir fight if that matters.
