Yup. They also dont learn skills from equipped pictos. Only the ones who directly participate in battle.

Yeah you get 50% XP if you are not in the party and standing at the end of a fight. But honestly, just put the under-leveled character on your team for a while, they will catch up pretty quickly. A difference of a couple of levels doesn't mean a lot in this game, since your weapons level and your equipped luminas are really what makes the difference.
