You can do so as early as the beginning of chapter 2. All you have to do get such a thing going is heading south to Dark Shores.
Just don't fight the enemies there. Use fight first on all three characters to guarantee running.
The pictos you'll want is called "In Media Res" and it's surrounded by 3 baddies (that you'll run from) in the back of the area. It'll give 3 shields to every character (at the cost of 50% max health, but as you mentioned that isn't helping). No matter how hard the hit, only 1 shield will be taken off. You can even translate this into an offensive bonus as now all of those "at death's door" pictos you might have lying around suddenly become VERY attractive as shield based defenses won't interfere with those.
*which admittedly makes that .01% a complete and total pain in the ass to deal with, but nothing's perfect, right?

They block one hit each, no matter how big it would have been. Also, regarding the "in medias res" picto, this one actually only reduces your starting health, so you can just heal up under your shields as well.
