Only the devs can tell you that. The fact we only got English and French is certainly explained by the budget they had and the fact it's a very small team. I believe they even originally looked for voice actors on reddit during super early development (which is how they found their co-writer, she was originally supposed to be a voice artist, this was her first foray into the world of gaming and writing a story for a game).

Given the success of the game I say it's not entirely impossible for a "Director's Cut" to eventually be released, with more languages added. But only Sandfall will know the answer to that.

That is true
Has there ever be a case where devs added dubs after the release of a game?

Witcher 3 added a Korean dub long after initial release.

Yes. In one case it was for a game that had no voice acting in its home language to begin with.

Dragon Quest XI didn't originally have Japanese voice acting, but the international releases featured it for other languages. I think the reason they gave for this was because they originally weren't going to include it at all, but then they thought the feature might be considered "expected" by the international audience.

So Japanese voice acting wasn't added until the Switch port version a bit later, and it never came to other platforms until THAT ported version version was then ported to other platforms as the definitive edition.
