how to get rank 3 gradient skill?

i think im at last main mission i need to kill the papa im in act 3 but i still got only rank 2 gradient skills? and my flying pet still cant dive under the water aswell what am i missing here?

Just explore the side content. I did a little bit of exploring and unlocked every talked like in the first hour of act 3 opening.

Go to Lumiere, leave Lumiere, go to the camp and keep talking.
After that you should get 3 new quest markers on the map. Close to the monolith.

Also make sure to tell Maelle the truth after her quest. I think the skill is missable if you lie.

I didn't touch Lumiere at all and got them talking.
Just saying this if TC wants to save the cutscenes for later in one experience.

All Gradient 3 skills come from relationship level unlocks.
You need to reach max level 7 with the characters.
For Sciel its just talking with her in act 3 and spending time with her, same for Esquie.
For Maelle , Lune and Monoco you are stuck at level 5 relationship unless you do their personal quest in act 3. After that the last 2 level of relationship talks unlock.

Also beware with Maelle if you lie to her in the relationship level 6 conversation you are locked out of the max relationship level and Gradient skill for that playthrough

i dont use maelle at all and from what i seen maelle is the most op character by far it feels like cheating playing her

Seems you didn't after act 3 properly started. You need to go to camp manually from the map, not by story cutscene which makes you appear in the camp.
