question on enemies dodging me

So, I am in Sirene, and her little dancers around the map are dodging like 90% of my attacks, still can't figure out exactly if they just do that, if my agility needs to be buffed, or I need certain characters.

Any hint would be good honestly.

Are they flying? Shot them.

Flying enemies have ultra instinct. You have to free aim them. Generally they have less hp/squishier. However some attacks still "work". Storm caller my beloved (for flying bosses, don't use that skill on trash mob).

For flying enemies, only free aim and counterattacks have 100% chance to land, everything else has low chance to hit (but not 0).

Flying enemies will need to be hit by free-aim attack, most other attack will have a very low accuracy. It is mentioned in their tutorial as well.
