What I also noticed, the skills on the other "page" of your skill menu are also toned down color wise, even the useable ones. If you press "R" on the Keyboard and they get highlighted the colors will be displayed correctly.

At this particular moment, I didn't have any stains at all, so everything was discolored.
But seriously, the colors are hard enough to tell apart as it is, so when you just started the game this is more confusing than helpful.
By the time I got used to the colors I already just memorized the skills instead
