dodge timing feels like trash
am i the only one who feels like im hit no matter what

Dont focus on the animation, listen to the sound. Each enemy attack has a distinct sound effect when it triggers and you should press the button to dodge/parry.
Sounds like a metallic "pling". Its much easier to time your dodges after that sound then the animation.

im not inattentive, i play fps game and have above average reaction speed, has nothing to do with paying attention, the animations are not fitting when you need to dodge what so ever.

-dodging is easier than countering...
-as "Ogami" says: Dont focus on the animation ... and also pay attention for the sound of the attacks

For me personally, i noticed some attacks have large delays, but its not poor animation or bad dodge timing, wait for the enemy to move its weapon, watch the arms on the enemy, not the body, and listen to the sound queues. Nearly every attack has a scream, or attack noise that signals you are to dodge. The only ones I have trouble with still are the enemies that blow up on death, their dodge timing can be rough

I felt that way for around the first hour I played, but then the timing started to feel natural. I almost only parry, I rarely use dodge unless I'm trying not to injure the enemy.

I've read that there are sound queues, but I simply cannot hear them. I dodge / parry entirely based on learning the wind-up pattern for each attack.

This only works unless it doesn't. They play games with this and use it against you by placing the window immediately on the sound, or with a delay after the sound. Since you never know what it is going to be on a new attack, doing this is useless. The entire system is about identifying a point in the attack, either visual or aural, and then memorizing the delay. They will also use time-warp, which makes it even more annoying. It's a trash system. Save yourself the trouble and put it on easy. Neither the gameplay nor the story are good enough to warrant any extra difficulty, and the timings for parries are still plenty terrible on the easiest difficulty.
Should really play it on easy if your not, that gives you a longer window. So can be a good way to get the hang of it. Can take a while regardless don't expect to be nailing those dodging like crazy from the start. I certainly didn't

Personally, I installed a mod that quadruples the time window for dodging, and even with that, my reaction time is so slow that I still can't pull them off. By the time I react, the attack is already over... if I even manage to see it coming.

People keep saying you have to dodge, but if you can't manage to do it, what are you supposed to do instead?

And what's this "song" thing you're talking about? I've turned all the songs up to the max, but I still can't find the one you're referring to.

It's not a song, its a sound effect. And it's not the same for every enemy/attack. I'm also not convinced every single enemy has it, but a lot definitely do. I didn't really notice it until about halfway through Act.
