Greater powerful/shield/rush

the description is usually "Increase the effect of powerful/shield/rush by a certain %"

how do these pictos work?

am i supposed to have them equipped on the person who applies the buff, or the person who receives the buff?

alright thanks, im just gonna activate all of those on sciel then for All Out. one stop-shop for all my buffs.

Just don't pair her with my Lune that spams Typhon nonstop, but then gives everyone inferior buffs that only last 1 round (though there are pictos that increase duration...)
