I can't consistently make a character play first.

I have first strike on all 3 of my characters, and I added them to the party in the order I want them to play. However, it's still randomly picking who plays first every battle.

I assume you are using the F/Whatever controller button that 'attacks' and enemy in the world?

Put first strike on a character with low agility, then high agility on the other 2. The way you describe is "working as intended".

If you have first strike lumina on all then party order will determine who goes first/second/third unless you are still using RB/F first strike from attack that overrides lumina first strike

The order of attack is determined by the speed stat. Whoever has the highest speed attacks first. And who has the highest speed can change anytime when you switch out pictos for their functions alone without checking attributes. Happened to me all the time..
