its designed to have this option of interpretation incase the universe dies after this release. Seeing how successful it is we have good odds of getting atleast an dlc and in 3-6 years we might even get another game. if they WANT to they can create the writers faction here, their design right now is just to keep the doors open.
Based on the idea that the Writers are forcing certain outcomes, they're almost certainly a meta analogue for corporate and the Painters are the developers. Considering some of the former Ubisoft blood there, it's my preferred interpretation.
That said, with the game's success, it can be developed into whatever they want it to be now if they continue with this universe.
