Act3 Gestral Village Access?

Simple question, can you go back to gestral village once you enter act 3? I am specifically curious if you can turn in journal collection to one of the merchants for lumina points while in act 3 or not?

You can return to any and all regions / levels, nothing is locked. Either in Act 3 or even after the ending, you are then transported back to a point in the game before the final mission (you need to say "continue" in the main menu) and finish all the things you may have missed.
