Is using Rush buff worth it?

My slow characters don't feel like they're getting more turns. My fast characters don't feel like they're getting more turns. Am I tripping? Waste of a turn/skill slot?

It's percentage based on your speed. Best to combo it alongside slowing enemies.

Because in the long run using rush will get you more turns. The problem is that fights ending in 2 turns mean it doesn't matter.

I dumped a bajillion speed pictos with rush buff on Sciele and she can consistently go twice before the enemy, sometimes 3 on something lower.
