Does the Game Explain? (Spoilers)
So I finished the game and now I am doing the side stuff left over in Act 3 and I was intrigue about the story and I get that it is a game about grief and all that.

But what the game doesn't explain is how are the painters able to make livable worlds? I mean does the real world in this game have magic? Or is Chroma some sort of magic paint?

I don't think it does, the "real" world's lore is minimal. It's some late 19th century fantasy France, where "painters" and "writers" are warring factions and have super powers.

The Painters are able to literally pour their soul into their work and can create VR worlds with ChatGPT NPC's having their own lives and experiences. You just have to accept this at face value.

Granted, the story is much more focused on the character drama rather than how any of this is supposed to work. Which is fine, really.
