Can't Shoot Outside of Combat (Fix)

I thought I was stupid. I thought I was missing something. I thought maybe there was an ability unlock later in the game and I could come back to unlock the Paint Cages. Well, I'm level 40 and still haven't seen anything.

I asked my buddy if he had the same issue. He plays on Mouse and Keyboard, and I play on Controller. He said his has always worked. So I got curious, and switched to my mouse... and it worked just fine. So why wasn't it f***ing working on controller?

My controller has trigger stops. You can only fire on a full pull of the trigger, and if trigger stops are active, the trigger stops short of the firing point. If your controller has trigger stops, switch them off.
