Turn 1 Stendhal can litterally one-shot the entire game. She doesn't even need to do a combo. Combat starts, she kills someone, no questions asked. Verso is easily the second strongest, but he's extremely far behind her. None of the others can compete.
You could argue Sciel is the second strongest if she's only used to give her own turn to Maelle.
