Lune's Parry?
I have yet to parry once with Lune. No matter the timing I have down with Gustave I will fail every parry with Lune. Can she not parry? Nothing says anywhere that she can't yet her timing is impossible for me. I will parry very often with Gustave, 0% parry rate with Lune. Yes, get gud, but is her parry different?

All characters are equal on these game mechanism. Just bad luck on your part for her
Not that I know of.
But my Gustave also mad clutched as Solo and parried everything so who knows.
I'm pretty sure they all have the same parry windows.

Maybe the camera angle (depending on their position) is making you misjudge the timings?

Try switching her with Gustave's position.

Parry windows are the same for all characters, do you wear a different costume with Lune?

you have to pay attention to the enemy's attack instead of her feet bruh. Then you can parry.

The character doesn't matter. The enemy attack is what determines when you should parry/dodge. It's the exact same for Lune as it is Gustave.
Has nothing to do with Lune. It could be her position and you are using physical ques. I recommend going by sound ques. There is a whistling sound just before the hit. Once you hear it you can't unhear it. Pressing the button at the moment of the whistling sound almost always gets a parry.

I would say this is it. When having to defend against repeated party-wide attacks such as the giant Nevron's spitting attack, the character closest to the camera tends to get hit a lot whereas I dodge everything aimed at the character at the left of the screen.

Ah that however is a thing for me as well. In fact sometimes the camera decides to change position suddenly for the same situation and it screwed my parries a few times when that happened...
