Huge Fps Drops In Cutscenes
The game is running fairly well around 30-40 frames but cutscenes have insane fps drops like almost below 10. I used afterburner to the usage during cutscenes and my 60 watt gpu was using only 40-50 watts any idea why ? Did anyone else have this problem

Changing graphics setting obviously didn't help as well

I wouldn't say your FPS drops, but rather, they just simply only play 30 on purpose for some reason. I think a mod exists, but hopefully they patch it.

I'm not talking about that it straight up stutters and goes below 10 fps

Cutscenes are heavier than normal gameplay. Your hardware may be not strong enough for the settings you use.
i play the game at 60 fps capped but the cut scenes capped at 30 they did that on purpose so the game won't crash or lag on higher than that but still i get stuters in cut scenes . its just that the cut scenes are so heavy they cap at 30 for safety reasons

Cutscenes are heavier than normal gameplay. Your hardware may be not strong enough for the settings you use.

Lowering settings didn't make a difference

Then you might be potentially CPU(+RAM) limited. With CPU bottleneck lowering settings doesn't help. RAM speed affects CPU performance so you may want to check if it's working at full speed with xmp/expo/docp profile enabled.

My cpu is a bit lower than minimun reqs you might be right but my cpu uses around 35 watts under heavy load (like shader compilation or loading screen) but during cutscenes it's always much lower than that, like around 15-20.

That’s normal. Shader compilation usually get close to 100% CPU utilisation while normal gaming you is usually single core limited. It means that you often reach 100% on one core only and that’s the limit. And that’s how you can be CPU limited while holding only 30% CPU utilisation for example. Very different to GPU utilisation.
