Do weapons have more damage if it doesn't have an element?

My character with zero attributes put in has more damage with just the weapon alone than a fully specced out build with an elemental weapon.

I believe no element simply = physical. Physical I've only seen be resisted by like 1 whole enemy before. Essentially, it is a damage type.
