Casino I thought the same thing, he wouldn't talk to me. Tip is to remember that the character you're controlling influences dialogue options.
Frozen Hearts is a decent option. Iirc that one was scaled a bit too high for mid-Act 2 (unless you liked backtracking) but low enough for Act 3. You might also want to head to the camp and spend time with people. Not sure if you can handle some of the earlier Tower fights.
Honestly, trying to figure out where to go is a bit of a crap shoot. Especially overland mobs. One of the last journal entries I was missing was an overland pickup protected by some quite powerful enemies in an otherwise easy location. I'd probably say to just fly around and try to fight mobs or enter new zones.
