Is the damage cap 9999? Or will it go away at some point?

It goes away after a certain point in the story, its removal cannot be missed.

Keep playing the main story, you'll get a picto eventually.

after complete act II , you will get a pictos to exceed 9999

It is a bad design however. I stopped doing side quests and exploring once i heard what happens.
