The voice actress did not even try to slightly alter her voice or intonation for a completely different role.
People who say actors can't have different voices for different roles are lemmings.
Try listening to Christian Bale. Multiple accents, and his own native English accent you haven't even seen in most of his performances.
Even Meryl Streep or Margo Martindale put on different accents and intonations even if their voice range is similar to each role.
