There is just one and thats Noco. He appear after you leave the house.

Crimsomrider has Clair Obscur: Expedition 33

Noco is the only merchant in Flying Waters, however once you leave the area he moves to the Gestral Village and stops being a merchant.

Unfortunately I don't know yet if it can be obtained later in ACT III, but if I see it I'll let you know since several pictos have duplicates available throughout the game.

the picto that applies defenseless on base hit i feel like thats really good no?
