In short, the picto with first strike is only good if you don't start the fight with the engaging shot or if it is a fight that startes after a cutscene.
Then in NG+ I used first strike picto for Lune and I'm still getting instances where gustave goes first, he doesn't even have the highest speed, it's Lune.
This does mean that if you have high speed, you actually go twice before the enemy right? Even better than starting the battle with an attack
I doubt it, my highest speed is with Sciel and never got two turns in a row, but for some reason i manage to hit 4 times with Verso and he doesnt even has Agility leveled.
But you can get a picto(cheater) that lets u play twice ur turn.
Order is then A, C, B regardless of speed and/or gear. ( !! Order only applies for the first turn !! )
-->If you start an encounter normally, characters go in order by speed and/or gear that overwrites speed.
Tl;dr: If you want to have Maelle always going first, regardless of "surprising" the enemy or starting encounters normally, remove everyone from party except her-> Add them back and make sure she has the highest speed stat.
