Lost Gestrals Bug

To all of you who can fly with Esquie, have you had any trouble getting the Gestrals? I've gotten all 9, but only 8 appear in the camp, and I can't get the achievement.
I've visited the Gestrals location several times, restarted the game, and I still have 8 out of 9.

I have only 8 in the camp, but honestly I lost track and I found 3 right after unlocking the fly mode. Either I can't find the last one, or as OP said, it's a bug. those little gestral dudes are easy to miss anyways.

There one merchant that looks and sounds like a gestral kid when you are close to it, but when interacting, it has that low pitch voice tone.
