Don't expect to be coddled when you claim hyperbolic things about a game most people aren't having issues with. Claiming to know a supercomputer doesn't run it well is obviously going to provoke both the people who find it runs just fine on their non-supercomputers and those with high end systems.
You started a toxic thread by talking out of your backside. It would be different if the game was an incomplete buggy mess on release which it isn't.
Can play Monster Hunter Wilds fine at 150 fps but this game seems to be have a stuttering problem.....
A high end PC is 5k+
2k gets you a lower middle range system.
If a 2k system to you is a NASA computer it suggests you don't know what you're talking about and might also have a very outdated rig, in which case you shouldn't expect it to be able to handle the newest gaming engines using the latest technology that your PC doesn't support.
Turn off AMD's Anti-Lag in the drivers software. It makes is a stuttering mess on AMD cards.
Also if you are trying to play at 4K, don't, your system is not up to par for 4k gaming.
I think unreal is known for being very unoptimized... and overrated....

I'm getting 88 average FPS, with the 1% lows at 80 FPS.
No stutter at all.
The game is actually pretty well optimized.
The OP is either trying to play at 4K, or playing at too high of settings for his PC, or he has AMD's Anti-Lag turned on, or any combination of those.
I have solid 60fps on 1080p with settings all maxed and TSR on High with Ryzen 5700X3D and RX 7800 XT, 16gb ram
