Game locked at 30 FPS? WTF?
I7 + 4090 and the game is locked at 30 FPS. No matter what I do, my card is sitting at 150W and playing the game at 30FPS. I have a 120Hz monitor and this is giving me a headache.

Is there a trick in the settings to improve this?

Are you sure you have the 120Hz set up? Do you get 120 fps on other games?

Check your bios and see whether the PCI-E settings was set to Gen 1-2 or Gen 3-4?

Cutscenes are locked at 30 fps, but the actual gameplay shouldn't be

cutscenes are 30 FPS YES,
gameplay isn't unless you have it locked on your settings
