Clea is in the Flying Manor. (south west island of the Monolith)
3 parts are all over the world. You need to find the mirrors / gallerys (whatever they call it). You should definitely see the icon on the map.
Simon is in the Renoirs Draft. (north of Old Lumiere underwater)
ps.: Sorted it from easiest to hardest :)

Yeah i don't think the game has an issue with having a no win scenario, against Sirene if all your characters get charmed you just instantly lose the fight, even if they are still alive so i feel they have no issue with just having you get a game over
Yeah but this also just ruins the game so its a damned if you do, damned if you don't
Some type of mapping system is so badly needed (I would have put a pin saying like "come back and try this boss later).
If I can mod in the levels and items to skip the boring grind to take a stab at the bosses, I'll maybe do that.
Everyone I had was immune to charm for that fight because of the picto from optional boss. I wanted to give the game the benefit of the doubt then I tried the other end game boss and realised he also had an I win button XD
