Cutscenes entirely depend on who's it all about, all characters are important one way or another and in cutscenes the game decides who does the talking.
In free roam or while exploring I play almost exclusively as Lune, because she has the very elegant and fast hover ability, i.e. when she sprints she does not run, but levitates and this not only looks nice but it gets you from A to B pretty fast. She's basically levitating around the game world then (and you hear no foot steps and can listen to the music or other environmental sounds without the distraction of footsteps).
You do play as the whole team really, you do not have the ONE avatar that is YOU really, not like other games have them. Neither of the characters is meant to be YOU really. But as I said, you can pick whomever you want to control while in the game world and play as her or him.
In short: you may at first believe that the man is "you" and your standard game avatar for the player. But as the game progresses you will find out that's not really the case, saying more would only spoil things.
If it's about "whom can I play as?" then the answer is simple, anyone you like, as soon as they join the team. Only in camp you are limited to controlling the man.
For the dialogue in story itself that you get to respond to, not counting side stuff its majorly gonna be gustave and verso
The game decides who is talking in the cutscenes. If there are options in dialogue then the person the game chose for you has those options. Only when you approach NPCs in the open world then the character you control always does the "talking", but this is unvoiced and text only and not of real significance most of the time.
It's like this:
in camp: you are always the male character and all dialogue options are for him (some matter regarding the nature of the relationship with the females)
In the main missions / story: you have no control over who is in cutscenes and talking, think of it like a movie really where the pov characters change throughout, the story is about various characters, not just this one
In free roam / exploring: you can control any character you like and do all the exploring with her or him.
In combat: it's a turn based system so whoever is on your team will take turns fighting and you control each character then... you can play with just 2 or even 1 characters.
