Pera Charm is complete BS.
IDK if it's designed to literally permanently mind control a character, but if it is, the person who thought it was a good idea should stop designing game play mechanics.

What is Pera Charm? I am about to fight the Sirene 2nd Axom, and have not seen Pera Charm. Although, since this is a Sirene I assume maybe she is the one who uses Pera Charm lol

there is a pictos that nullifies charm in the same area so maybe explore a bit

You can parry that charm, I beat her on my fourth try just took 3 to understand the timings on the attacks...

The charm you just parry on the third explosion sound.

Curious what level you are OP?

As someone else said, you did not fully explore that area, because you DO get a pictos to counter that if you do not head straight for the boss fight. Once I found it, I left,the area went to some easy enemies to unlock the pictos so everyone can use the effect as lumina. Headed back. Charm was no problem. I believe you get the pictos from the optional boss fight where you can choose to leave the creature alone or attack anyway.

Later in the game you will also encounter things like "Blight"... but in fact virtually every status effect / debuff has a pictos that nullifies said effect. You just need to explore.

I got that Picto but didn't realize it and didn't even use it lol. Woops. Parrying the charm is super easy anyway.
