1. Go to your steam folder wherever it's installed, \steamapps\common\Expedition 33\Sandfall\Binaries\Win64 - delete the D3D12 folder
2. Verify integrity of game files in Steam
(fyi these first two steps are likely unneccesary but including them as this is part of the process I did)
3. Go to C:\Users\(your windows user name)\AppData\Local\Sandfall\Saved\Config\Windows and delete GameUserSettings.ini. You need "show hidden folders" enabled in Explorer.
This will reset all saved settings and will start the game with the Benchmark function. Once in, go to video settings and try to lower the settings (it defaults to 4k native res even if you don't have a 4k screen) by using Windowed mode, High presets, and DLSS. I also capped my FPS at 120.
This allowed me to finally play the game with decent graphics and performance again. Fixes or mitigates awful frame drops in certain areas.
Apparently it’s intel problem.

This can potentially be solved by BIOS update. Older bios could over volt CPU what was causing errors in computing and even CPU degradation.
That's not remotely the same issue.
For anyone else seeing this on the first page of google, first comment was correct, delete the D3D12 folder and verify integrity.
This fixed it for me. Thanks.
Most of those CPUs that you are describing occurred in servers and workstations by companies that constantly have the silicon under workload 24/7 (These CPUs are typically undervolted) and barely affected consumers. Its incredibly short sighted to see an error like OP's and immediately resort to FUD with no troubleshooting data from the OP
This is an example of why steam threads is not the place for technical help
