World Map or Camp Not Working

I'm in Flying Waters right now. I have unlocked the World Map and Camp after defeating the meadow boss. But now I don't see the option to open World Map or Camp. I see that on controller its the d-pad up and down keys and on keyboard its "G", but pressing any of them is not working.
I am currently in the Flying Waters - Flower Fields and can't progress any further since I can't go back to camp and upgrade anything.

You can only camp and open the world map on the overworld. You have to leave Flying Waters.

Fast Travel doesn't show any option outside of Flying Waters areas. Do I have to walk out of Flying Waters through the portal the way I came in to go to Open World?

Yes, you can teleport back to the entrance and then leave. Your flags are saved, so no need to be afraid of losing progress.
