I understand that pictos are learned but ...
... what does that mean? I can un-equip them and they are still active on the character?
Also, I've read there is a tell a picto has been learned (border?) but I'm looking at a picto one of my character has been using for 3 hours now and I don't see a difference.

There is a damn tutorial in game. Generally speaking, each picto has a skill associated with it, like Dodger has a skill adding 1 AP per successfull dodge. If you have learned the skill (you were in combat with Dodger equipped 4 times and the icon of a picto became colorful and not white-and-black) every character can turn that skill on in Lumina section of their character, for the cost of, in case of dodger, 1 lumina point. You can unequip picto at that point and lose their stats bonus, but turn on skill in Lumina screen.

Yes, that wasn't very clear to me.
Someone has joked the word "obscur" in the title refers to the menus, I think I get it now. :winter2019happydog:
