Is this normal?
This is the first game in this genre I've played. Is it normal for the lip syncing to be 100% busted outside of cutscenes?

In cutscenes its fine. Beautiful even. Like a movie. But in casual "click 'A' to continue" dialogue, the lips don't even come CLOSE to matching the words. It's kinda bugging me.

In 2025, yes, outside of the handful of studios. That ♥♥♥♥♥ in Mass Effect Andromeda thought her face was tired.

It's not busted, it's just not lip synced. Having generic lip-flapping animation is common for many games, it's not reliant on genre. If you need to read lips to understand characters, turn on subtitles, there are plenty of options to help you identify who is speaking (names, colors, etc).
I believe this is the one part where you can see that only 30 people made this. However, in JRPGs, to this day, it is even very common that most non cutscene dialogue is just text only even. Whereas almost eveything is voiced here, other than dialogue with the non human NPCs where the human characters only get text.

In free roam or while on foot in one of the biomes, when the characters talk, you do not see their mouths move anyway because they all have their backs towards you, unless you turn the camera around. In an ideal world they would have applied lipsync here as well, but since the characters are seen from behind when you walk around I do not find it as bothersome or unimmersive.

You may also notice how while on foot characters talk that are not in your party, In those JRPG games it's always understood that the people not in your active team are somewhere in the rear, following you at a distance (which is why you can make a last stand with the other team members if your party falls, they are your backup and not back in camp or so) and why they are always seen in cutscenes.

I already have the subtitles on (always do) and have no problem understanding anyone. Iunno why, but the lip syncing is just especially noticeable in this game for some reason and it makes my eye twitch.

It's the uncanny valley because the characters are quite realistic. And the game sometimes does hit the correct timing, but sometimes not. It's the variation that keeps throwing me off, I can barely look at the characters' faces. If they could at least be on point in cutscenes and then do lip flapping for the rest, I would be happy.
