Should at least mention that her voice is that of an adult woman either way. Because we know that voice actress well. So all you're going by is her visual appearance, which we know never works in real life and even less so in video games for judging the age of a person, at least not in that 16-20 bracket. Anyone claiming they can see the magical switch flipping to legal mode when going from 17.9 to 18 is lying to themselves.

And Verso is supposed to be 100+ years old while looking the same age as Gustave. These are made up video game characters consisting of pixels on a screen, the devs can attach any age they want regardless of how they look. This is why Fire Emblem gets away with their child looking characters that are secretly 100 year old dragons.
