I was under the impression they had to be individually unlocked. For a characters to equip there permanent effects. Just got Maelle and she already had some unlocked. Does only one character have to fight 4 battles to unlock them for everyone else?

Yeah, it unlocks for all. I'm pretty sure it's mentioned in ingame tutorials about those mechanics.

When you unlock the effects of Pictos, it is unlocked for the entire party to equip in the menu. Press down on the left stick when you're equipping Pictos (I don't know what the keyboard bind is) and you'll get the menu for it. The Pictos you equip on characters further lets them use the ability on it without having to use points to equip it, but generally you'll end up using Pictos for stats instead.

Yeah figured that out, it just seem to miss specifics. Like during the tutorial when was mentioning shooting enemies in non combat state. It made no mention of hitting RB for another alternate attack. Which can trigger a first turn encounter. It just said to shoot them before getting into encounter. Which I understood would freeze them to get a first blow. All makes sense but they still never explained that in the in game tutorial.
