It's honestly the heavy post-processing effects that's causing the image quality to suffer. (And this is coming from someone that actually likes Post Processing, when it's tastefully done.)
I'm hoping that there will be a future mod where they'll dial down the Depth of Field in the cutscenes since it's very distracting. (On top of the blurriness too.)
Based on the URL that you posted, my cutscenes look like the left side of the image. However, the right side doesn't match up with mine, since it looks much crisper on 4K XeSS Balance (although, a touch over-sharpened, imo).
If I found out how to post screenshots within the forum, I'll post a random shot from an hour into the game (nothing spoiler territory, tbh).

Scroll down in the graphics options. It's called "Post Process".
